If the size of the picture is less than 100k use the "Manage Attachments" button below the reply window.
If it is larger than 100k you'll have to resize it or insert a link to the picture using either the "Insert Image" or "Insert Hyperlink" buttons above the reply window.
You can't insert a picture with "Quick Reply".
