I know it's silly to think that appearance somehow equates to experience, but this was a 30-40 something guy on a well kept older touring-ish bike with racks and a single Ortleib rear pannier. He had a rear view mirror, a fair amount of reflecties, and a couple of nice rear blinkies. Around here, that's pretty typical of the long-time commuters.
