The others look like they are the SHIM piece that you install in Road Brake levers to adjust for reach for smaller hands.
Might be helpful to tell us what kind of bike(road or mt.) you are working with. Looks to me like the shim thing is correct but I would be surprised that they were included with a factory bike. Brand may also shed some light on things.
