He just didn't want to do the paper work. I don't know about the whole state, but I know it is in this county ( Fort Bend ) and it is as well, in this community. I think if a police officer told me that, I'd go over his head. Man, talk about stupid, wait until you get bit, yes and then we can go to court, have the dog destroyed and a possible lawsuit.
