You might look for a Schwinn High Sierra, the "all terrain touring bike". They have virtually the same dimensions of the Surly Long Haul Trucker and can still be found cheap since they're considered an old mountain bike. I got my frame/fork from the Sultan for $26!

PS Forgot to mention the frame is triple butted "tri-caliber" cromoly, and has dual dropout eyelets front and rear, but no fork braze-ons. No biggie though as you can see...
