If you haven't already, you'll have to contact UPS and talk to their tracing department. They're the ones who investigate lost packages.
I'm not how insurance plays into this, but they're supposed to cover the cost of a lost package and reimburse the shipper for the value of the merchandise. Then the shipper (IRO in this case) is responsible for sending out another package.
The process usually works out pretty smoothly when it comes to off-the-shelf products, but a built bicycle is a different story (espically for the GB frame which is generally irreplacable).
Just make sure to call UPS and speak to their tracing department and Tony. I really hope they find it though, it'll make it alot easier for all parties involved...
