I didn't see this crash, but with the earlier one, I'd fault the rider. Dog and rider were both moving slowly, visibility was good, rider had plenty of space and time to react. No, it's not good to have dogs wandering about, but people need to be paying attention to what's going on. There are all kinds of hazards on the roads.
Are you frekin kidding me dude. Your saying this is the riders fault he got hit? I watched the video and he had barely any time to move out of the way. They seemed to be going 25+ mph when he got hit. Can you avoid something that quickly? It's the owners fault.
