In defense of dog owners. I live out of town, where it's perfectly acceptable to allow your dog outside without a leash.
All the more reason to carry pepper spray and a good example of irresponsible people that own dogs.
As for the video clip, a very good example of why leash laws that carry heavy fines with possible jail time if the roaming dog causes injury to a person or another animal, are necessary. And why leash laws are necessary to protect pets from the stupidity of owners.
