An update as I was able to see it at lunch today. Bike is in need of some TLC. Bike has been is storage for some time and the dust and dirt prove it. Also, no air in the tires. Looks to be used very little as there was no rust, grease, etc. that I could see. Has a few paint chips, but as expected since it is 12 years old. The entire bike is outfitted with Shimano RX100 components. Did some light reading and they seem to be decent entry level components. They should suit me fine.

Frame size fits my inseam right but need to ride it to see how the whole thing feels. Should do this on Thursday. He is to put air in the tires so I can give it a go. Any RED flags for this deal? Based on the dust and dirt and no air, I will try and come in around $225 if it rides nice. Don't know what I will get but it can't hurt to ask. Was told he paid $1,000 for the total setup.
