They're fine; I have them on my budget TT bike. Not particularly light, but who cares. They're basically there to hold up the aerobars. If you're setting up a road frame as a TT bike they'll help you only if you can get the front end low enough, which means swapping stems as well.

One thing you could do is set up two totally separate swappable front ends, using two sets of cable splitters:
