It looks like a really nice late '80s sport touring bike, but not something you would load with too much touring gear. There are eyelets to attach fenders but not racks, the gearing is appropriate for a fit rider who isn't carrying too much stuff up hill, and I would guess that the chainstays are short enough that your heels would hit the panniers if you managed to install a rear rack. The crankset is only a double, not a triple, and I don't think the derailleur would handle gearing too much lower than it already has.
You could easily mount a big seat bag (Carradice, Rivendell, Jandd Mountain Wedge) and go on overnight credit card tours or use it as a high class commuter bike.
I would buy that bike and find a way to use it, but loaded touring/cycle camping wouldn't be the best use for it.
