Before you cut the steerer, ride the heck out of the bike to make certain you're happy with the fit. As Rad said, once you cut it you're stuck with it. I would leave it as it is for now and when you cut it I would still leave a spacer above just in case. When you're absolute certain you can cut it to eliminate the last spacer.
Expect this is why it was left long. I always leave the steerer tube at least 1/2 inch long just to make sure I have things where I need them to be before cutting. I would put at least 500 miles on the bike before cutting the steerer.
