Also, if you have a smaller frame, then the saddle will be higher relative to the handlebars. By moving, say, from a 58cm to a 56cm, you would be shortening both the seat tube and the top tube. Therefore, in order to be able to extend your legs and your torso/arms you would need a high seat and bars much lower.
