I think you have to use your best judgement. If the incident was unintentional then you might be able to confront them to let them know what happened. Sometimes this turns out good, other times
you will just get brushed off. If you think the driver truly was gunning for you then you should report it to the authorities. I would advise against actually confronting them. Those situations usually never turn out good in the end. Remember that they have more armour than you and are behind the controls of a deadly weapon. They may also have supplemental armaments and I think everyone will agree that .357 revolver will trump Kryptonite lock unless you happen to be in a Jackie Chan movie.
