My girlfriend just got the Performance TransIt Metro pannier, which she likes a lot. It's the perfect size to hold a 13-15" laptop and a couple of books and smaller things. It converts between a messenger bag and pannier by covering up the hooks with a flap so you can carry it comfortably, and includes a waterproof cover.
