I believe the bike in the picture is a little newer than a 2000. My 2000 TCR-2 is threaded and has the craziest adjustable quill stem I've ever seen. This is not bad, but it limits the choice of replacement parts. Some TCR's from this period have a non-standard sized threaded headset. There was a thread about this a month or two ago.

Regardless, the bike the OP was talking about seems way too expensive.
