OK, I did some digging. First of all, I learned the Nokian car tyre manufacturing is a separate company, not involved in this at all. My bad, sorry for that. They do share the same "nokian" logo, font and some brand names (Hakkapeliitta among them) with bike tyre business, so it can get kind of confusing.

The parent company (Suomen Kumitehdas) has announced they are currently not planning on shutting down any of their plants as part of the program. The reason for their troubles is the bike tyre manufacturing business which has been in the red for a couple of last years. Things have changed this year, tyre manufacturing has posted profitable quarters due to cost cutting and discontinuing some of their products. Company representatives are optimistic and they just might be right. Their major creditors must have some degree of trust in them, having agreed to let the company file for this program.

I don't know what the discontinued tyres are. Their web page currently lists 9 winter tyres and approximately 20 summer tyres, it sounds about the same as before. Maybe they've discontinued some of the size-width combinations or such. At least all the various studded tyre variants often discussed in BF are still there.
