I've known quite a number of Salvation Army officers (who are very much clergy like me), and I can't imagine that they would do such a thing. Now with that said, some of the characters I've seen working in their thrift stores, are not ordained officers, and thus not beyond doing what you suggest. Have you tried contacting a real SA officer and asked about how they handle what you suspect? I'd encourage you to try this.
