Bikes: 2008 Novara Randonee - love it. Previous bikes:Motobecane Mirage, 1972 Moto Grand Jubilee (my fave), Jackson Rake 16, 1983 C'dale ST500.

I have always used a slightly bent spoke with the end flattened to carefully open a path between the grips and bar, and then sprayed in a liquid cleaner like Fantastic or 409, etc. Then just squeeze and moosh around until they slide off. If glued on with something really tenacious I don't think it's likely you will find something that will dissolve the glue and not the grips.
