That's for sure. There are MUPs around here that are unusable on summer weekends with joggers, dog walkers, roller-bladers and plain old pedestrians. But in the winter they are great. There was even a letter to the editor complaining about "maniac cyclists" who were "travel at least 40 mph" on the MUP
