Simple theft protection and recovery method: require a credit card for rental. If the bike isn't returned, charge the card for a replacement and loss of rental revenues. If you don't want to take the risk of someone stealing it, then don't rent it.
So the government provides bikes for rent but only to people with credit cards? Sounds pretty discriminatory to me.
