Cars headlights are not pointed directly in the face of other drivers. They are angled at the ground. You don't drive, do you?

Sounds like he wants to blind people. Nice. Share the road works both ways. Somehow I'm able to commute year round in both heavy urban traffic and lighter traffic at highway speeds in a major urban area with horrible infrastructure without the need to blind car drivers. Why do you feel the need to? If you don't feel secure cycling without the need to shine a very bright light in the eyes of all who come near you, maybe cycling is just to much for your nervous system. There is safety and there is paranoia......
Safety is very important, and I won't ride without several lights, front and rear, and reflective gear, but there is no need to be a jerk and intentionally blind people by pointing a very bright light in there eyes. Like it or not, cars have a right to be on the road too.
You get what you give, and it seems to me you want to give confrontation to every car which drives behind you. Good luck with that.......
