I view Halt with some suspiction because it's impossible to know how it feels to them. Dogs are pack animals that evolution has taught to mask their weaknesses lest they should be attacked. They usually only yelp when something really hurts - or they're trying to con you into doing something for them.

Even if dogs only want to play they are a threat. Hitting a dog at 25mph is going to hurt and most dogs are unpredictable at best when they are chasing you. Call animal control because no dogs are allowed to be nusance animals and most places have leash laws. It's a shame that we can't deal with the irresponsible owners instead of putting down the simple dogs but ultimately the dogs must be stopped.
