When Bikes pay for bike lanes they will have a leg to stand on in these kind of discussions.
When bike owners who also don't own cars can get an income/sales/property tax credit for the amount of revenue collected that does go to roads, I will be more than happy to pay some separate fee/tax for using a bicycle on those roads. As it is, I'm certain that I currently pay my fair share.
