The non-drive side cup should is a tight fit around the bearing. Often, if the cup is slightly crooked, it will bind as you try to remove it. I think you should be able to tap it off with a hammer, but tap around the periphery of the cup.

I do recall using a vise to remove it. Open the vise greater that the diamter of the bb body, but smaller than the diameter of the cup flange. Make sure the vise is not clamping on any part of the bb. Rest the flange of the cup on the top of hte vise jaws and tap the spindle with a hammer.
