The problem with the cell phone riders, like cell phone drivers, isn't the speed. It's the weaving all over the road like they just downed a fifth of Jaeger.
When I'm on the phone on my bike it's generally with no hands, going not so fast in a straight line in the bike lane.
No hands=straighter, especially with practice.
