Minimum time in service (non-waiverable) to E6 is 46 months. Entering service on one's 17th Birthday, you could be, in theory, 21 for a couple months as an E6...but not E7.
reserve or guard? where they just hand you the rank because nobody is there to fill the job..... that's my guess..
