Actually, I think that it would be very difficult to pin down a brand name or a country of origin unless it was stamped somewhere on the stem. I don't think that it is an old adjustable track stem, as those usually had some serious drop to them. My guess is that it came from either a "safety" style bicycle or perhaps an old touring bike. My other guess...it's most likely European. You could do some searching for like items on the www, but prepare for a long long search. Good luck!
