Is this a Sports/Superbe/Robin Hood/Hercules type three speed? I think your first problem will be that 700c wheels will not fit onto a frame designed for 26" wheels. Second, Raleigh had its own unique size and threading for their bottom brackets among other things, which makes converting really difficult.

The really old ones (pre-1960ish) sometimes came with a flip/flop hub from the factory.
