Ride on the roads. It's much easier b/c you usually have time and space to react to cars and you don't have any time or space to react on narrow pathways to dogs, kids, rollerbladers or other people on bikes. I find that half the issues are caused by roadies that don't slow down when the should (i.e. in crowded areas where you can't predict what's gonna happen).
