Actually he couldn't get away with a 26 x 1 1/2" tires because that tire has a ISO Bead Seat Diameter of 571 mm while his current 26 x 1.95 tires have a ISO Bead Seat Diameter of 559 mm. He could however get away with a 26 x 1.5 tire as the ISO Bead Seat Diameter would be the correct 559 mm.

First rule of tires: Fractions and Decimals don't mix.
