Well actually the hilly portion is way before Cambria.

You turn off of highway 1 just in Morro Bay, (old creek rd i think). You then pick up the 46 and head back to the coast and it drops you back just before Cambria.

It's pretty stout climbing. The extra 1200 feet of climbing happens in the first half of this 10-12 miles with some pitches to 13%.
