Pedestrians should also be responsible for their actions. If they do stupid stuff like cross a path without looking back they should be held partially responsible for the consequences. Same thing applies if cyclist swerves across a traffic lane and becomes a road kill, would you say motorist is 100% responsible? Well some might.

I hold the bicyclist responsible - when pedestrians are present, the bikes need to slow down. Obviously the cyclist was going too fast for conditions, or wasn't paying attention. Killing an elderly pedestrian (who I would expect wasn't moving too quickly) is unforgivable.
If you can't deal with slowing down in the vicinity of pedestrians, then get off the MUP path and onto the street. Irvine has many miles of Class II, where you can go as fast as you are able. By the way, there is a Class II along that portion of the San Diego Creek where the accident occurred - if I'm pedalling hard I opt for the Class II.
If you need to maintain a 15-20+ mph pace, you shouldn't be on an MUP path unless is clear of pedestrians. If you zip by a pedestrian at 20 mph on a silent road bike you are riding negligently and recklessly.
