And why not? According to the opening post, the cyclist SAW the motorist commit a "public offense" -- in this case, probably a misdemeanor under the California Vehicle Code. I suspect "reckless driving" for forcing another vehicle off the road. The police didn't see it. But the cyclist did. However, if instead of simply complaining, he says he wants to make a citizen's arrest, then the officers can't just brush him off. They HAVE to follow through with the proper procedure. That's why I went and copied/posted the procedure. So people would know how it's done.

the other choice is to post a rant on bike forums and let the world know how upset this makes you. The motorist in question will never see it.
