Sugino cranks of that era did indeed use ISO taper and were fully compatible with European spindles (been there ... done that).
I think I can explain the 171mm designation, since 6-3/4" = 171.45mm. Interestingly, 6-3/4" is also exactly 1/4 of the 27" wheel diameter.
