I wear bib shorts with tights over them during the winter. Coldest it gets here is the mid 30s to low 40s on most days. I also wear wool cycling socks and toe covers over my road shoes along with full finger gloves and a head band that covers my ears along with a couple layers up top consisting of a long sleeve base layer, a short sleeve jogging t-shirt (or a jersey) and some sort of wind-proof, lightweight, outer layer.
