I have the Planet Bike Freddy Fenders Hardcore on my bike and on my wife's bike. On her's there's plenty of clearance to put the bar UNDER the fender. On mine there isn't nearly as much clearance, so I put the bar on top of the fender... it presses the fender down pretty tightly against my front tire.
My bike has logged at least 200 miles on the front of the bus like this, without a problem. I just make sure the bar is seated as tightly as possible against the fender and touching my front brakes.
