Clamp in vise, and gradually bend back. Did so with a '85 Somec once - worked out beautifully. Don't lob off the derailer hanger though - finding a nice model Schwinn with a hanger is a wee bit difficult.

+1 on that advice. I've done it in the past by just gripping the bottom of the dropout in the vise, and pulling down with two fingers on the head tube. Two fingers is all you need, that frame is one heck of a lever. Once you've got the spacing back where it's supposed to be, then clamp the entire dropout in the vice jaws to press it all straight.
I've straightened bent dropouts and bent hangers by this method very easily.
