You need something more accurate than a ruler. Handlebars for road bikes are commonly seen in 25.4 mm, 25.8 mm, 26.0 mm and 26.4 mm. Telling these apart requires an accurate caliper. MTB handle bars are almost all 25.4 mm so there is less ambiguity. Take the bike to an LBS if you don't have a suitable caliper.

Sometimes the handle bar diameter is engraved on the bars themselves or on the inside of the stem so that may answer your question if you get lucky.

I didn't include the newer "oversize" bars of 31.8 mm for both road and MTB bikes as your '95 was made way before they showed up.
