Need Help Planning an Event

I am working on putting together an organized ride for a local charity. I have some experience helping to plan a charity 5K run, but have never done anything bicycle related. The way I'm looking at it, it should be easier than a 5K seeing as that I don't have to worry about the overhead required for timing services and prizes, or logistics of shutting down roads, but other things have me a bit miffed.

I never really handled the insurance issue on the 5K race that I work for, so I really have no idea how it worked, but the way I understand it, the event was covered by the town's liability insurance, and race participants simply signed a waiver saying they wouldn't hold the promoters or town responsible for injuries.

Bicycling doesn't seem as clear-cut. Is having participants sign a waiver enough or do we need to purchase some type of insurance? How much might this cost my organization?
