Move the hood to the side. Insert the hex key into the hex bolt on the outside of the lever. Turn to losen, straighten your hood and tighten it down.

www.parktool.com is a good source for repairs. Everything else on the bike looks fine. Should be noted the hoods don't need to be straight on w/ the bar. Best to suit them to how you like them.
