if it was not intentional then it's not vandalism, but it's still willful destruction of public property not implicit in the proper use of the property, and should be legally prosecuted.
basically, whether or not they were trying to **** up the velo's surface, or their ignorance, shouldn't really matter. "oh, i didn't know i wasn't supposed to write graffiti on that wall, it looked like a canvas to me."
