I've never tried installing a headset w/o the comp ring, but I'm willing to bet that you need it to be able to get the proper pre-load on the upper bearing. In the headsets I have, it's just an insignificant looking piece of clear/white plastic. Look around your work area, or maybe your LBS has one laying around from a headset they've replaced.
