That Schwinn more than likely has an oddball stem diameter (.833", aka 21.15mm). I doubt it will fit your Raleigh fork. FWIW, you could clean the centerpull brakes up and get a few bucks for them. I've paid as much as $6-$8 for centerpulls on ebay I think-
