remember powdercoating steel offers no rust protection especially in the winter. powdercoad goes on bare steel and is baked on without any primer so there is no inhibitor. 15$ will usually buy you a bottle of rust inhibitor at your local automotive supplier. pour it in the seat tube and turn the frame around and around to coat it eventually leaving it to hang overnight with your dropouts pointed down and the inhibitor will eventually drip out the little holes in the chainstays and seatstays at the dropouts.
