What do u you mean, "do they have tv down there?" I suppose you must be joking with such a question.

S. American are aware of the spanish cycling contingent, although not necesarily root for them - as Im sure the Austrialians or USA citizens dont necesarily root for the Brits.

The TdF has been broadcast at least in Costa Rica for many years on local tv (and I suspect in many other countries too, since in CR cycling isnt that big) and since the past years the broadcasting of the TdF throughout Latin America has been done by ESPN International which pretty much covers everything from Mexico to Argentina. Granted - you must have cable to watch ESPN International but lots of people do. In the newspapers and specially sport radio shows there is good section dedicated to the TdF- at least in Costa Rica. Im sure in Colombia its going to be much much bigger.

Countries in Asia which also have ESPN international will get to see the tour.
