It gets you certified so you can attend any of the regular training sessions that aren't tagged elite-only.
FWIW, two of the top US track racers right now, Neva Day and Christen King are former triathletes who were converted to track after they started riding it either to improve their cycling or due to injuries.

I am interested in this Velodrome thing because I have never seen one been to one or know anything about it. If I would to go down there, just to look around, what day would you recommend? I am not interested in actually jumping on the track, at least not this first time there.
