Here at USC they are a little schizo in bike law enforcement. In one breath they'll say that bikes need to obey all vehicle laws, and then they have intersections where they expect cyclists to walk their bikes. All that being said the kids rarely obey any rules. For all of you who imagine some utopia if everyone rode a bicycle visit any large University and see the chaos and mayhem that result when "everyone" bicycles.
Actually the "utopia" I imagine is Finland, where about 36% of all trips are by bike, on a wonderful network of bike paths that make most paths here in the US look like back alleys out of some pulp novel.
What we usually see on campuses is the organic result of minimal rules that also seems to be similar to what happens in places like Vietnam and China.
