Obviously you're going to have SOME issues when you're cross-chaining like that, but usually it just results in some derailleur rubbing, not full on engagement on the big ring.
Re-dishing wont have any significant impact. You cant re-dish without losing a spacer from the drive side which would not allow the cassette to be installed without rubbing the frame. If the .5 spacer between the rings doesnt work and spacing the BB outboard a smidge isnt possible than getting rid of the big ring is the best option. Not to dump on DeVinci but seeing as you are using fairly standard components it sounds like a poor frame design.
