I don't know this part for a fact (not having ever had a Cyclopblock/Cycle Block in hand), but I'm guessing they are just a bigger version of the Lockblock (set up to attach objects crossways/perpendicular to handlebars). I get the impression they are either larger than a Lockblock or at least have a longer strap, and thus are more appropriate for attaching objects with larger diameters (like D cell flashlights) to handlebars.
One more note from the TwoFish people:
The Cycle Block has a webbing strap sewn to the hook and loop fabric so it is stronger. The length of the both straps makes it so that both sides accept a 1.5” O.D. to 1.5” O.D. The block size remains the same.
